order to comply with new exhaust emissions regulations in the
state of California beginning January 1, 2009, all high performance
(500 HP and above) inboard marine engines must be certified. The
Southern California Marine Association has arranged a special half-day
seminar with the certification staff at the California Air Resources
Board offices, 9530 Telstar Ave., El Monte, CA 91731 on
Tuesday, April 22 starting at 9:30am to assist in that process. This
will be a very valuable seminar/workshop to help engine builders
navigate the necessary certification process -- don't miss it. If

LAKE CACHUMA TO REMAIN OPEN TO BOATERS

The Santa Barbara County (Calif.) Board of Supervisors recently
voted to endorse measures allowing Cachuma Lake to remain open
to boaters while addressing the Quagga mussel infiltration.
“We testified on behalf of our 40,000 members, as well as
for a wide collation of stakeholders for whom boating access to
this important Southern Californian recreational resource is critical,” said
Tom Raftican, president of the United Anglers of Southern California,
in a statement. “The boating and fishing industry demonstrated
that there are reasonable solutions to this problem, which don’t
require throwing up roadblocks to natural resources for a large
segment of the public.”
Keeping the lake open to trailered boats required immediate adoption
of new inspection, treatment and quarantine procedures, which will
go into effect Friday, March 28 with the opening of the new Cachuma
Lake launch ramp.
Highlights
of these new pre-launch protocols include a multi-stage inspection
and treatment process that all visiting boaters are required
to complete. All boats and trailers must be clean and dry upon
entering Cachuma Lake, with all drain plugs removed. Following
visual inspection (and in some cases, quarantine periods), all
boats and trailers will be treated with a hot water pressure wash.
Boats
longer than 24 feet, out-of-state boats and boats registered
near infected lakes must be quarantined on-site for seven to
14 days prior to launching in Cachuma Lake.
“Thanks to some great work by dedicated people — Jim
Klark of the Southern California Marine Association, Mathew Dunn
of the National Marine Manufacturers Association, Dan Hernandez
of the Santa Barbara County Department of Parks and Salud Carbajal,
chairman of the Santa Barbara County Board of Supervisors, in particular — this
domino was left standing,” Raftican said. “More importantly,
this decision sets a positive precedent moving forward.”

boating by a Federal District judge that would require every boat
owner to obtain a yearly federal or state permit to operate every

could go as high as $2,000.00 per boat per state.
The Issue. These permits would apply
to deck water run off, bilge water, engine cooling water and any
other water-based operational discharge from a recreational boat. The
fines based on citizen suits range up to $32,000 per day. The
U.S. Environmental Protection Agency is already writing the required
new federal rule, which is set to go operational on October 1,
2008!

CARB CALLS FINAL MEETING ON MARINE ENGINE EMISSIONS REGULATIONS
March 18, 2008 Will Be The Last Opportunity for Public Comment
on Future Marine Inboard/Sterndrive Engine Emissions Standards
for California -- High Performance Engine Regs to Be Established
Tuesday, March 18, 2008 may very well
be the most important day of the next several decades for marine
inboard/sterndrive engines, especially for high performance motors
(over 500 horsepower). The California Air Resources Boards
is conducting its final "Public Workshop" at Annex 4
Auditorium, 9530 Telstar Avenue, El Monte, California from 9:30am
to 12 noon. This meeting is to discuss proposed amendments
to California's existing regulations and test procedures for new
spark-ignition marine engines, including outboard, personal watercraft,
inboard and sterndrive. The primary focus of the meeting
is to discuss alternative exhaust emission standards for high performance
inboard/sterndrive engines rated in excess of 500 horsepower, the
adoption of not-to-exceed limits, carbon monoxide standards, evaporative
control requirements, the incorporation of general relief provisions,
requirements for new replacement engines and other related minor
changes.
Make no mistake, this will be the final and last opportunity
for the marine industry and boating public to comment directly to the CARB
staff on proposed exhaust emissions standards for the State of California. At
the conclusion of the meeting, CARB staff will prepare its recommendations
and submit those findings to the Air Resources Board on July 24, 2008 for approval
and future implementation. Once the new regulations regarding high performance
engines are approved, they may become effective for California as soon as January
1, 2009.

Southern California Marine Association
Membership Scholarship Program
The
Southern California Marine Association (SCMA) is helping bring
down the high cost of higher education. In recognition of
the importance of higher education at a university, technical institute
or community college, the SCMA will award three $2,500 scholarships
this spring. These scholarships are exclusively for children
under the age of 21 of SCMA members who have been members at least
two years. An applicant need only be a full-time student
or have plans to become one in the future to be considered for
the SCMA Membership Scholarship.
We
encourage all applicants to pursue a career in the growing marine
industry. There are endless opportunities in the several
different fields within the industry, which offer rewarding careers. These
scholarships, however, are awarded on merit alone, and not career
choice.
Each
scholarship will be a one-time $2,500 award to be used for formal
post-high school study. Students currently enrolled
in colleges, vocational-technical and trade schools are eligible,
as well as high school seniors graduating this spring.
Applicants
will be judged on their academic standing, leadership, community
involvement, and writing/communication skills. Winners
are selected based on the information provided in their application. A
committee of educators meets annually for the selection process. Deadline
for scholarship application is April 15, 2008 and announcement
of the three winners will be made May 15, 2008.

SCMA ELECTS NEW OFFICERS AND TWO ADDITIONAL BOARD MEMBERS FOR 2007-2008
Orange, CA: Following a unanimous
vote at the July 10, 2007 Board of Directors meeting, the Southern
California Marine Association has elected Don Galey, Bakersfield,
California, as the new president of the nation's largest regional
marine trade organization for 2007-2008. Galey is a second
generation owner/president of Galey's Marine Supplies which was
established in 1938, making it one of the oldest family-run boat
dealerships in the country. Galey, who has been at the
helm of the company since 1955, was recently honored by Boating
Industry Magazine as one of the top one-hundred dealers in the
nation, and successfully completed the Five-Star Marine
Dealer Certification program. "I'm very honored that
the SCMA Board members have chosen me to be their president for
the coming year," commented Galey. "After fifty
years, the marine industry means a lot to me and my family, and
I feel very privileged to be afforded this opportunity to make
a contribution of my time and experience to such an outstanding
organization like the SCMA."
In addition to the election of Galey, three other
SCMA officer positions were filled at the meeting: vice president, Bruce
Brown, Bruce Brown & Associates; treasurer, J.R. Means, III, Bayport
Yachts; and secretary, Doug Knecht, Diversified Products.
Due to the recent passing of SCMA Board member Byron
Bronson and the resignation of Raymond Guy prompted by a desire to expand upon
new career opportunities, two Board of Director vacancies were voted upon and
filled by Jim Johnson, Chuck Hovey Yachts, Newport Beach, CA and Richard Tressler,
Essex Credit Corporation, Newport Beach, CA. Both Johnson and Tressler
will serve terms until June 2008 when they will be eligible for re-election.

SCMA PRESIDENT, BYRON BRONSON SUCCUMBS TO CANCER
Orange, CA: Southern California Marine Association president,
Byron Bronson, 69, of Santa Ana, California passed away Monday,
July 9 at Western Medical Center in Anaheim due to cancer related
complications. Bronson, a long-time cornerstone of the
Southern California boating industry, will be missed by family,
friends and business colleagues. "Byron was a unique
and special person," commented SCMA Executive Director,
Dave Geoffroy. "He was my boss, but also a very close
personal friend. Byron personified strength in judgment
and character regardless of the situation. His work on
behalf of SCMA was exemplary. His contributions and leadership
will be greatly missed."
Byron was a product of his Southern California up-bringing. He
was a graduate of Huntington Park High School where he excelled in athletics,
especially football. That led him to a gridiron career at the University
of Texas, eventually entering the National Football League where he played
for the Vince Lombardi coached Green Bay Packers at the first Super Bowl Championship
in 1967 as a defensive lineman.
Following his pro football career, Byron turned
to coaching at the high school level producing several football championships
at Foothill and Tustin High Schools. He also pursued his life-long passion
for classic hot rods and performance boating. In the 1970s, Byron and
his son Joel became frequent participants at local APBA boat racing events. Byron
also discovered that he had a talent for public speaking and he soon found
himself behind the microphone at numerous boat races calling the action much
to the delight of enthusiastic fans around the country.
In the early 1990s, Byron and Joel entered the marine
industry, opening Bronson-Hill Propellers in Santa Ana, a successful boat propeller
repair and servicing company which continues in operation today. Over
the past decade, Byron served several terms of office on the SCMA Board of
Directors, elected its president on three separate occasions. In December
2006, Byron was presented with SCMA's highest honor, the Lifetime Achievement
Award for his extraordinary service and contributions to the Southern California
recreational boating industry. Byron is survived by his son Joel, daughter
Kelly and four grandchildren. In lieu of flowers, remembrance donations
may be made to either the American Cancer Society, P.O. Box 22718, Oklahoma
City, OK 73123-1718 or a Trust Account for the Grandchildren of Byron Bronson. Donations

SCMA AWARDS SCHOLARSHIPS TO FOUR 2007 GRADUATING STUDENTS
Orange, CA -- For the third consecutive year, the Southern California
Marine Association has awarded $7,500 in cash scholarships to
help further the educational goals of outstanding students of
association members. SCMA scholarships are exclusively
for young adults under the age of 21 who are pursuing post-high
school higher education in colleges, universities, vocational-technical
and trade schools.
For 2007, four students have been chosen to receive
the cash scholarships. Those students include: Kristine Wood, daughter
of Dave Wood, Pacific Trailers, $2,500; Kai Antonion Ascencio, son of
Renee Ascencio, Newport Boats, $2,500; Natalie Vanier, daughter of Ernie
Vanier, Ryan Boats, $1,250; and Gatlan Haddon, son of John Haddon, Sea
Witch Marine, $1,250.
Kristine Wood of Newport Harbor High School, plans
to attend Colorado State University in the fall, studying pre-veterarian. Kai
Ascencio, Saddleback High School, is awaiting college acceptance letters aiming
for a degree in Business Administration. Natalie Vanier, Fullerton Union
High School, is headed for Concordia University, also studying business. Gatlan
Haddon, Fallbrook High School, will attend Cal State University Long Beach,
majoring in mechanical engineering and mathematics.
Student applicants are judged on their academic standing,
leadership, community involvement and writing/communication skills. Winners
are selected based on those applications and a committee of independent educators
meet to determine the eventual recipients. Additional information

LOS ANGELES BOAT SHOW AVOIDS SUPER BOWL DATE CONFLICT
IN 2008
Orange, CA -- Boaters and pro football fans will no longer have
to choose between their two favorite passions as the Southern
California Marine Association has successfully negotiated non-conflicting
dates for SCMA's 2008 Los Angeles Boat Show with L.A. Convention
Center management.
"We have a long and wonderful relationship
with the L.A. Convention Center and it has resulted in very good
news for our exhibitors and attendees for 2008," commented
SCMA Executive Director, Dave Geoffroy. "It's just been
unfortunate for the past several years that our traditional Los
Angeles Boat Show dates have consistently been in conflict, either
on opening or closing Sunday, with the Super Bowl. In spite
of our best efforts with special promotions and increased advertising, boat
show attendance on Super Bowl Sunday is always negatively impacted."
After many months of negotiations and
extra effort on the part of the management staff of the L.A.
Convention Center, the dates for the 52nd Annual Los Angeles
Boat Show in 2008 are Saturday, February 9 through Sunday, February
17, six days after Super Bowl Sunday.
"This date conflict has been a continuous
topic of discussion for several years," said SCMA Show Manager,
Terry Tjaden. "Our persistence finally paid off and the
L.A. Convention Center was able to accommodate our request for
a date change. This is a very big plus for our flagship
boat show which is so important to our many members and exhibitors. We
can now anticipate two blockbuster boat show weekends with excellent
floor traffic and even greater sales."
"I'm very pleased to make this official
announcement to our membership and the marine industry," said
Geoffroy. "We constantly strive to do what's in the best
interest of Southern California recreational boating and this
goes a long way in helping to grow our industry and keep it strong."
The Los Angeles Boat Show is the largest
all-indoor consumer boat show in the western United States with
more than a half-million square feet of new boats and marine
accessory products and services all under one-roof. The
L.A. Boat Show is presented by the Automobile Club of Southern
California and produced by the Southern California Marine Association
established in 1956.

SCMA SPONSORED BILL REGARDING 2008 CALIFORNIA INBOARD EMISSIONS BOAT
REGISTRATION MOVING THROUGH LEGISLATURE
Orange, CA: In order to level the competitive playing
field for California dealers, Assemblywoman Betty Karnette (D,
Long Beach) has introduced AB 695 sponsored by the Southern California
Marine Association which would make it illegal to register a
non-compliant inboard/sterndrive power boat in California after
December 31, 2007. This proposed bill was approved by the
Assembly Transportation Committee on April 16, 2007 and will
next seek an okay from the Assembly Appropriations Committee
on its path to becoming law. AB 695 has the support of
a majority of California boating associations and the Sierra
Club.
The new legislation is patterned after similar laws
governing the out-of-state purchases of automobiles. AB 695 would require
a DMV form to be completed by the boat dealer verifying compliance with new
the California inboard/sterndrive emissions standard so that buyers can legally
register new boats starting January 1, 2008. Without passage of this
legislation, California marine dealers who sell new power boats face a distinct
price disadvantage in competing with dealers in adjacent states due to a new
inboard/sterndrive engine emission standard adopted by the California Air Resources
Board (CARB).
After pushing to clean up the two-stroke outboard
industry in the 90s, CARB has been relentless in its pursuit of reducing HC+NOx
emissions from recreational power boats with inboard/sterndrive gasoline engines. After
nearly six years of meetings, public hearings, development and testing, next
year all new boats with inboard or sterndrive engines under 500 horsepower*
sold in California must be standard equipped from the engine manufacturer with
catalytic converters in order to meet the 5.0 g/KW-hr HC+NOx state emissions
limit. In 2008, this will be a California-only regulation; none
of the other 49 states will be burdened with this requirement.
California dealers do not yet know how much more the
catalyzed boats/engines will cost than identical models without catalytic converters
sold in other states. Ballpark estimates range from $600 to $1,800 or
more per boat to the California consumer depending on the specific engine model. The
price differential and doubts about the performance level and safety of the
converter are sure to have some California buyers considering out-of-state
purchases come January 1, 2008.
The CARB regulations impose limits on what engines
the manufacturers may sell in California after January 1, 2007 although all
but one engine manufacturer** have opted to select CARB's Option #2 plan which
doesn't take affect until 2008. The current regulations, however, do
not prohibit a Californian from going outside of the state, buying a non-compliant
boat, and bringing it into California and registering it with the Department
of Motor Vehicles. CARB has advised the state marine trade associations
that it does not have any remedy in mind for this problem.
"The California dealers are not questioning the
air quality standards proposed by CARB," said Dave Geoffroy, SCMA executive
director, "but the timing of CARB's enforcement has created a serious
competitive business handicap for our members. AB 695 actually would
reinforce the intent of CARB's standards by closing a loophole in those regulations."
According to boating industry sources, by 2010, the
federal standards probably will be raised in the remaining 49 states to the
California level, but California dealers are seeking the protection of AB 695
until the federal standards are changed. SCMA is urging its members
to contact their respective state legislators and seek their support for AB
695 in upcoming hearings and floor votes in Sacramento.
*CARB has allowed engine manufacturers
an exemption option on two specific engine models; the 4.3 liter V-6 and the 8.1
liter V-8. Engine manufacturers may select one engine model,
but not both, for non-catalyzed sale in California after January
1, 2008.
** Indmar is the only marine
engine manufacturer that has elected to abide by CARB's Option
#1 plan. 45% of Indmar's engines
sold in California in 2007 will be compliant with the new regulations,
and 75% will comply starting in 2008.

SCMA SUPPORTS U.S. WATER SKI RACING TEAM AT
2007 WORLD CHAMPIONSHIPS IN NEW ZEALAND
Orange, CA: The Southern California Marine Association
has made a cash donation of $1,000 to the International Water
Ski Racing Association to help defray training and travel expenses
of the U.S. Water Ski Racing Team at the May 2007 World Championships
in Rotoura, New Zealand.
"These are some of the most dedicated and superbly
conditioned athletes in the world," commented SCMA Executive Director,
Dave Geoffroy referring to the 14-member team of water ski racers heading to
New Zealand for a series of races to be held May 10-20. "The World
Water Ski Racing Championships are truly an international event with more than
a dozen countries represented. The SCMA is proud to be a supporter of
this group which is comprised of all amateur competitors. We wish our
U.S. Team the best of luck and hope they return back home safely with the gold."
The World Water Ski Racing Championships are held
bi-annually in different host countries. In 2005, the U.S. Water Ski
Team successfully won the overall team crown and stateside Team member Todd
Haig of Redlands, California was victorious in capturing the coveted Men's
Open class title.
IWSRA chairman, Randy Jarrell commented, "We
greatly appreciate the support of the SCMA. Water ski racing is not an
inexpensive sport and our ability to field a Team for these World Championships
is largely dependent upon the generous donations of sponsors and supporters
like the SCMA.

Nation’s

Family Fun in and Around Southern California’s Fresh and

ORANGE,
Calif. – The Southern California Marine Associations (SCMA),
the country’s oldest and largest regional marine trade organization,
promotes fun and safe boating across Southern California with
educational and informational programs and events each year.
With 3,427 miles of coastal and tidal shoreline, 5,000 lakes,
2,600 miles of inland waterways, and more registered boats than
almost anywhere in the world, California is a recreational boating
mecca. The SCMA is offering these tips for our great community
of boaters to enjoy safe boating in 2006:
1. Have and wear lifejackets or Personal Floatation Devices (PFDs).
By law all recreational boats are required to have PFDs …
and they save lives!
2. Don’t drink and boat. Many boating accidents occur as
a result of boating under the influence. Plan ahead and never
drink and boat.
3. Check weather conditions before you boat. Southern California
has some of the best year-round weather in the country, but surprise
storms still happen. Before boating always check with your local
National Weather Service’s forecast at 805-988-6610 (Los
Angeles and surrounding counties), 858-675-8700 (San Diego and
surrounding counties) or online at http://www.nws.noaa.gov/.
4. Be mindful of your boat’s condition and your environment.
Careless boating can lead to fuel and waste spills. Maintain your
engine and secure all loose items and potential sources of pollution.
5.
Take a boating safety course and boat within your limits. Learn
boating fundamentals and safety by taking a proper boating safety
course.
6. Boat with a buddy and tell someone where you’re going.
Make sure someone knows where you plan to boat and when you plan
to return.
7. Register your boat. Just like your car, you must register your
boat with the state.
8. Discover Boating. Find information about what’s new and
what’s right for you buying a first boat from Discovery
